THE APPLICATION OF CIVIL RIGHTS LAWS TO HOUSING COOPERATIVES: ARE CO-OPS BASTIONS OF DISCRIMINATORY EXCLUSION OR SELF-SELECTING MODELS OF COMMUNITY-BASED LIVING?

Despite one of the nation\u27s broadest civil rights laws for residents of housing cooperatives, few of New York City\u27s discrimination claims in the cooperative housing market are pursued. In this article, the authors provide an overview of the cooperative housing market in New York City, including anecdotal evidence of discrimination. Next, the article discusses the legal framework of the housing cooperative before a brief analysis of city, state and federal anti-discrimination laws applicable to cooperatives. Finally, the article undertakes an analysis of cases in which antidiscrimination laws have been applied to cooperatives. The author concludes with recommendations for cooperatives and prospective applicants

The Recovery of the First History of Alta California: Antonio María Osio’s La historia de Alta California

The transformation of Alta California was as sudden as it was unexpected. From a population of less than 15,000 gente de razón [literally, people with the capacity to reason, meaning people born into Christianity; that is, any non-Indian people] in the mid-1840s, it contained over 100,000 inhabitants in 1850 and almost a quarter of a million two years later. Swarming over the landscape, hostile to the system of land ownership and use that had developed over the previous half century, the newcomers, imbued with their longstanding belief in Anglo-Saxon superiority, went where they willed and took what they wanted. The Californios [any Mexican raised, or later, born and raised in California] adopted various strategies to meet this invasion. Some participated in the institutions set up by the conquerors, sitting in the 1849 Constitutional Convention and in the early state legislatures. Others prepared to defend themselves through North American courts and land commissions. Others withdrew from public life and public view, in the hope that they would be left alone. Others left and returned to Mexico. This paper tells the story of another strategy, one man\u27s attempt to preserve a world through the creation of history and autobiography. On April 4, 1851, in the city of Santa Clara, Antonio María Osio, who had been a bureaucratic functionary and officeholder in Mexican California for two decades, presented Father José María Suárez del Real with a densely written one hundred and ten page manuscript. In a cover letter, Osio told Suarez del Real that what the priest had asked him to do, write the history of California, was beyond his ability. But he had decided, Osio said, to write a letter, a relación of events since 1815 and especially of what I have known and seen since 1825

Revolt at Mission San Gabriel, October 25, 1785: Judicial Proceedings and Related Documents

In this section, we present English translations of the Spanish documents which relate to the planned Mission San Gabriel uprising in 1785. The documents come from two sources, the Archivo General de la Nación in Mexico City and the Santa Barbara Mission Archive-Library. The documents from the Archivo General are located in ramo Provincias Intern.as, tomo 120, expediente 2. Our translation follows the order in which the documents are presented in this source. The first paragraph is the title page of the expediente. The documents follow as they are arranged, with one exception: the questions which the interrogator posed to the four witnesses are only listed once in the documents. The witnesses\u27 answers are preceded by a brief phrase, a la primera, (to the first [question]), a la segunda (to the second [question]), and so forth. For ease of reading, we decided to repeat the questions before each answer given by each of the witnesses. The Santa Barbara Mission Archive-Library documents are taken from the California Mission Documents collection. The numbering of these documents has changed since the 1947 publication of Fr. Maynard Geiger\u27s volume Calendar of Documents in the Santa Barbara Mission Archives. Archive-Library Director Lynn Bremer has posted new finding guides with the updated numbers online at http://www.sbmal.org/ histdocs.html. Uncovered Interest Parity in Crisis

This paper tests for uncovered interest parity (UIP) using daily data for 23 developing and developed countries during the crisis-strewn 1990s. We find that UIP works better on average in the 1990s than in previous eras in the sense that the slope coefficient from a regression of exchange rate changes on interest differentials yields a positive coefficient (which is sometimes insignificantly different from unity). UIP works systematically worse for fixed and flexible exchange rate countries than for crisis countries, but we find no significant differences between rich and poor countries. Financial Integration: A New Methodology and an Illustration

This paper develops a simple new methodology to test for asset integration and applies it within and between American stock markets. Our technique is tightly based on a general intertemporal asset-pricing model, and relies on estimating and comparing expected risk-free rates across assets. Expected risk-free rates are allowed to vary freely over time, constrained only by the fact that they are equal across (risk-adjusted) assets. Assets are allowed to have general risk characteristics, and are constrained only by a factor model of covariances over short time periods. The technique is undemanding in terms of both data and estimation. We find that expected risk-free rates vary dramatically over time, unlike short interest rates. Further, the S&P 500 market seems to be well integrated, and the NASDAQ is generally (but not always) integrated. However, the NASDAQ is poorly integrated with the S&P 500.

Fixes: Of The Forward Discount Puzzle

Regressions of ex post changes in floating exchange rates on appropriate interest differentials typically imply that the high- interest rate currency tends to appreciate, the `forward discount puzzle.' Using data from the European Monetary System, we find that a large part of the forward discount puzzle vanishes for regimes of fixed exchange rates. That is, deviations from uncovered interest parity appear to vary in a way which is dependent upon the exchange rate regime. By using the many EMS realignments, we are also able to quantify the `peso problem.'

Effect of reduced aft diameter and increased blade number on high-speed counterrotation propeller performance

Performance data of 0.17-scale model counterrotation pusher propeller configurations were taken in the NASA Lewis 8- by 6-Foot Supersonic Wind Tunnel at Mach numbers of 0.66, 0.71, 0.75, and 0.79. These tests investigated the aerodynamic performance of the unducted fan (UDF) demonstrator propeller engine developed in a joint program by General Electric and NASA. Data were recorded to show the effect on counterrotation propeller cruise efficiency of two takeoff noise-reduction concepts. These two concepts are reduced aft blade diameter and increased forward blade number. The four configurations tested were a baseline (F1/A1 8/8) configuration, a reduced aft diameter (F1/A3 8/8) configuration, an increase forward blade number (F1/A1 9/8) configuration, and a combination of the latter two (F1/A3 9/8) configurations. Data were collected with a complex counterrotation propeller test rig via rotating thrust and torque balances and pressure instrumentation. Data comparisons documented the power differences between the baseline and the reduced aft diameter concepts. Performance comparisons to the baseline configuration showed that reducing the aft blade diameter reduced the net efficiency, and adding a blade to the front rotor increased the net efficiency. The combination of the two concepts showed only slightly lower net efficiency than the baseline configuration. It was also found that the counterrotation demonstrator propeller model (F7/A7 8/8) configuration outperformed the baseline (F1/A1 8/8) configuration

Maternal Characteristics and Child Problem Behaviors: A Comparison of Foster and Biological Mothers

The purpose of this exploratory study was to compare the parenting behavior, stress and support of foster mothers and biological mothers of young children. A sample of 60 mothers of young children (30 foster mothers, 30 biological mothers) completed measures of parenting behavior, parenting stress, child problem behaviors, and perceived social support. Findings indicated that biological mothers were single and younger than foster mothers. In addition, biological mothers utilized more verbal and corporal discipline than foster mothers, experienced greater parental distress and received less social support for their parenting. Implications of these findings are discussed
